Measure A

Upland Unified School District (UUSD) is dedicated to ensuring we provide a safe and high-quality learning environment where each of our students can become confident, positive, and self-aware learners that are prepared for adult life. Across its 16 schools, UUSD provides nine Career Education Pathways that equip students with skills necessary for college, licensure, and employment

Many District campuses were built in the 1950s and 60s and require repairs and upgrades to ensure all students have equal access to safe and updated educational facilities. Aging HVAC, plumbing, and electrical systems have failed several times in recent years.  In the last two years alone, the District faced 602 roof leaks and 1,294 plumbing failures.  

Students at UUSD deserve to have the same educational opportunities as others in the region. If we want kids to succeed in college and careers, they must have access to the tools and technology to provide a solid background in science, math, and engineering.  Updated schools enable the hands-on learning, career pathways, and innovative programs that prepare students for real careers and post-graduation opportunities. 

Unfortunately, the State does not provide funding for facilities, so local schools cannot maintain quality educational programs without locally controlled, voter-approved funding. 

To ensure our community schools receive the repairs and updates they need to continue serving our community, Upland Unified School District Board of Education voted unanimously to place Measure A on the November 3, 2026, ballot. Measure A would cost $47.50 per $100,000 of a property’s assessed (not market) value per year while bonds are outstanding. Assessed value is determined by the San Bernardino County Assessor and is often much closer to the original purchase price of the home than to the current market value.

If approved by local voters, Measure A would provide $236.7 million in funding for our community schools to:

• Improve school safety and security systems, including cameras, alarms, and secure campus entry points
• Provide classrooms and labs for job training and career readiness after high school
• Repair or replace leaky roofs
• Make accessibility improvements for people with disabilities 
• Upgrade inadequate and deteriorating plumbing, electrical, sewer, and HVAC systems 

Measure A includes strict fiscal accountability protections to ensure responsible management of funds, including:

• All funds would be controlled locally for our schools only and could not be taken away by the State
• An independent citizens' oversight committee and mandatory annual audits would ensure all funds are spent as voters intended 
• No funds could be used for administrators’ salaries

Yes. Funds would be locally controlled and would benefit all local UUSD schools. No funding could be taken away by the State or used for other purposes. 

Measure A’s cost to taxpayers is structured to limit the rate to $47.50 per $100,000 of a property’s assessed (not market) value per year.

The cost of bond measures is based on the assessed value of properties. The assessed value of a property is based on the original purchase price and may not increase by more than 2% a year, while the market value tends to grow at a much faster rate based on market conditions. Thus, the assessed value is usually lower than the market value, especially if a property was purchased long ago at a much lower price than it could be purchased for today. It is this lower assessed value upon which the cost of a bond measure is based.

No. The District has not passed a bond measure since Measure K in 2008, supporting technology and energy efficiency. Routine maintenance funds can only support day-to-day upkeep and limited facility repairs. By placing Measure A on the November 2026 ballot, the District can leverage its resources to qualify for state matching funds, which are otherwise unavailable. 

Even if you do not have school-age children, studies show that funding quality education can help improve the quality of life in the community and protect the property value of local homes.

Measure A will need to be supported by 55% of local voters for it to pass. All registered voters living in Upland Unified School District will be eligible to vote on Measure A in the November 3, 2026 General Election.
