School Choice

With the passage of the No Child Left Behind (NCLB) Act of 2001, schools that do not make “Adequate Yearly Progress (AYP)” on the STAR test for two consecutive years are identified as “Program Improvement (PI)” schools by the California Department of Education.  The district is required to provide parents with several options to assist their child academically.  One of these options is called School Choice.  School Choice allows parents to request a transfer from a PI school to a District-identified non-PI school if space is available.  Upland Unified School District offers two application timeline windows for requests to transfer.

2012-2013 Transfer Options

  • Upland Junior High to Pioneer Junior High
  • Baldy View Elementary, Cabrillo Elementary, Citrus Elementary, Foothill Knolls Elementary and Upland Elementary to Magnolia Elementary, Sycamore Elementary or Sierra Vista Elementary for the 2012-2013 school year.

Application Windows:

  • #1 – Ends November 1, 2012.
  • #2 – Ends December 7, 2012.

Open Enrollment Act, SBX5 4

The Open Enrollment Act provides students enrolled in one of the 1,000 schools identified by the California Department of Education as “low achieving” the option to enroll in a different school with a higher Academic Performance Index (API) for the following school year if space is available.  You have the right to request to enroll your child within or outside of the Upland Unified School District for the 2013-2014 school year if you child attends the following schools:

  • Citrus Elementary School
  • Upland Elementary School

Application Windows:

  • #1 – Ends January 31, 2013.

If you have a child that attends a school in another school district that has been identified as a “low achieving” school under the Open Enrollment Act SBX5 4, and you wish to attend a school in the Upland Unified School District, you will need to submit an Open Enrollment Act SBX5 4 application.  These applications may be picked up at the Upland Unified School District office located at 390 N. Euclid Avenue in Upland, beginning January 7, 2013 and returned to the Upland Unified School District office by January 31, 2013 for the 2013-2014  school year.  Placement will be dependent on space and program availability
